About the Judge

Kristel Ann Foster, elected Justice of the Peace for Precinct 8, is originally from Colorado. She moved to Arizona the first time in 1989 for a bachelor’s degree from Northern Arizona University. After more than a decade of teaching in both Aurora, Colorado and Cuernavaca, Mexico, she moved to Tucson for a master’s degree program at the University of Arizona.

As an education advocate in Southern Arizona, Kristel supported the educational rights of immigrant children and their families. She answered the call to run for elected office for the first time in 2012, and proudly served two terms on the Tucson Unified Governing Board from 2012-2020.

As a school board member for the second largest public school district in the state of Arizona, Kristel advocated for educational programs known to impact academic success and reduce the school-to-prison pipeline. She demonstrated a commitment to fair decisions, which she articulated and defended with experience and reason. She brought calm and level-headed leadership to challenging discussions and decisions on the Board, building consensus, yet standing strong for her values of equity and justice.

Kristel looks forward to serving the Tucson community as a Judge with the Pima County Consolidated Justice Court.
